अवधारणा

सामाजिक विज्ञान में मूल्यांकन का मतलब सिर्फ़ परीक्षा लेना नहीं है। यह एक सतत प्रक्रिया है जिसके ज़रिए शिक्षक यह जानता है कि छात्र कहाँ खड़ा है, क्यों वहाँ खड़ा है, और आगे उसे कहाँ पहुँचना है।

एक सरल सादृश्य लो: मान लो तुम किसी को दिल्ली से मुंबई सड़क मार्ग से ले जा रहे हो। रास्ते में GPS बार-बार बताता है — "अगला मोड़ बाईं तरफ़", "रास्ता बदलो", "यहाँ जाम है।" यह GPS रचनात्मक मूल्यांकन (Formative Assessment) की तरह काम करता है — यात्रा के दौरान दिशा सुधारता है। जब तुम मुंबई पहुँच जाते हो और देखते हो कि पहुँचे या नहीं — यह योगात्मक मूल्यांकन (Summative Assessment) है।

NCF 2005 स्पष्ट रूप से कहता है कि मूल्यांकन का उद्देश्य छात्रों को वर्गीकृत करना नहीं, बल्कि उन्हें सीखने में मदद करना है। सामाजिक विज्ञान में तो यह और भी ज़रूरी है — क्योंकि इस विषय का असली मकसद छात्र को एक सजग, विवेकशील नागरिक बनाना है, न कि तथ्यों का भंडार।

CTET Paper II में यह topic इसलिए महत्वपूर्ण है क्योंकि परीक्षा में सीधे पूछा जाता है कि "मूल्यांकन का प्राथमिक उद्देश्य क्या है" या "learning gaps किस उपकरण से पहचाने जाते हैं।" इन प्रश्नों में गलती करने वाले आमतौर पर वे हैं जो मूल्यांकन को सिर्फ़ परीक्षा समझते हैं।

रचनात्मक मूल्यांकन (Formative Assessment)

रचनात्मक मूल्यांकन सीखने की प्रक्रिया के दौरान होता है। इसका मुख्य गुण यह है कि यह निदानात्मक (diagnostic) होता है — यानी यह बताता है कि छात्र कहाँ अटक रहा है, उसकी कौन-सी अवधारणा कमज़ोर है।

रचनात्मक मूल्यांकन के प्रमुख उपकरण:

क्या नहीं है रचनात्मक मूल्यांकन: Term-end test या वार्षिक परीक्षा — ये योगात्मक हैं। इनसे learning gaps के लिए remediation संभव नहीं।

योगात्मक मूल्यांकन (Summative Assessment)

यह सीखने के अंत में होता है — unit test, half-yearly, annual exam। इसका उद्देश्य यह मापना है कि छात्र ने कुल कितना सीखा। यह grade देने और प्रमोशन के लिए उपयोगी है, पर learning gaps सुधारने के लिए नहीं।

सतत और व्यापक मूल्यांकन (CCE — Continuous and Comprehensive Evaluation)

CCE दोनों को जोड़ता है। RTE Act 2009 के अंतर्गत CCE अनिवार्य किया गया।

सामाजिक विज्ञान में मूल्यांकन का असली उद्देश्य

NCF 2005 और CTET दोनों एक स्वर में कहते हैं:

  1. Feedback देना: छात्र को बताना कि वह कहाँ है और कहाँ पहुँचना है।
  2. Standards तय करना: ऐसे मानक जो छात्र को प्रेरित करें।
  3. Extrapolation की जाँच: क्या छात्र सीखे हुए को वास्तविक जीवन की परिस्थितियों में लागू कर सकता है?

सामाजिक विज्ञान का मूल्यांकन रटंत को नहीं, बल्कि समझ और application को मापना चाहिए। "भारत की राजधानी क्या है" — यह ज्ञान है। "दिल्ली को राजधानी क्यों बनाया गया, और इसके क्या भौगोलिक-ऐतिहासिक कारण थे" — यह समझ है। मूल्यांकन दूसरे किस्म का होना चाहिए।

परीक्षाएँ कृत्रिम हैं — और यह सच क्यों है

परीक्षाएँ व्यवस्था की सुविधा के लिए बनाई गई हैं — एक निश्चित समय, एक कमरा, एक कागज़। यह वास्तविक जीवन की कोई स्थिति नहीं है। असली मूल्यांकन वह है जो छात्र की स्वाभाविक गतिविधि में उसकी समझ को देखे। इसीलिए competency-based assessment पर ज़ोर देना और memory-testing से दूर जाना — दोनों मिलकर classroom का stress कम करते हैं।

शॉर्टकट और युक्तियाँ

patternF-S-D त्रिकोण: Formative = Diagnostic

जब भी CTET प्रश्न में "formative assessment का मुख्य उद्देश्य क्या है" पूछा जाए — सीधे Diagnostic option चुनो। Formative → Diagnostic — यह जोड़ी पक्की याद करो। Options में "grading", "ranking", "promotion" दिखे तो वे गलत हैं। "Feedback", "improvement", "learning gaps", "diagnostic" — ये सही keywords हैं। Standard method: सभी options पढ़कर सोचना 40 seconds। इस pattern से: 8 seconds।

eliminationABC Test: उपकरण पहचानो

Learning gaps पहचानने के उपकरण = Anecdotal record, Behavioral observation, Concept map, Portfolio। जो option इनमें से ज़्यादा combine करे, वह सही। Term-end test / Annual exam दिखे — वह automatically गलत (यह summative है)। CTET 2019 में यही logic काम आया। 4 options पढ़ने और सोचने में 50 seconds vs. इस pattern से 15 seconds।

patternPrimary Purpose = Feedback + Standards

"Assessment का primary purpose क्या है" — हमेशा वह option जिसमें "feedback" और "standards" दोनों हों, वह सही है। Options में "labeling", "categorizing", "ranking students" दिखे — ये NCF 2005 के विरुद्ध हैं, इसलिए गलत। इस एक rule से 3-4 marks direct आ सकते हैं। Standard approach: सभी options तौलना 60 seconds। इस rule से: 20 seconds।

patternExtrapolation = Social Science का सर्वोच्च मूल्यांकन लक्ष्य

"Social science assessment should emphasize" — answer हमेशा वह होगा जो real-life situations में learning apply करने की बात करे। "Rote memorization", "writing speed", "failing students" — ये गलत हैं। "Extrapolate to life situations" — यह NCF 2005 की भाषा है। इसे pattern की तरह याद रखो: Social Science + Assessment = Extrapolation/Application। 3 steps में सही answer, 5 options पढ़ने की ज़रूरत नहीं।

patternCCE = C×2: Continuous AND Comprehensive

CCE में दोनों C का मतलब अलग-अलग याद रखो: पहला C = Continuous (समय के साथ, हर गतिविधि में)। दूसरा C = Comprehensive (ज्ञान + कौशल + अभिवृत्ति + मूल्य — सब कुछ)। जब भी CCE से संबंधित गलत statement पहचाननी हो — जो option इनमें से किसी एक को नकारे, वह गलत statement है। 2 seconds में eliminate करो।
