IBPS Clerk के लिए गद्यांश बोधगम्यता: मुख्य विचार, स्वर और शाब्दिक अर्थ
intermediate 18 min read
उदाहरण: "Jobless Growth" वाले passage में — पहले paragraph की शुरुआत paradox से है, और अंतिम वाक्य है "economic growth remains structurally disconnected from broad-based improvements in human welfare।" यही central argument है। Correct answer भी यही था: economic growth alone is insufficient if it does not generate quality employment।
- Analytical / Informative
- Critical / Cynical
- Optimistic / Celebratory
- Balanced / Objective
- Sarcastic / Ironical
Identification framework:
- क्या लेखक दोनों sides दिखाता है? → Balanced / Analytical
- क्या लेखक सिर्फ एक पक्ष को सही दिखाता है? → Biased / Opinionated
- क्या लेखक तथ्य देता है बिना judgment के? → Informative / Objective
- क्या लेखक किसी चीज़ की कमियाँ highlight करता है? → Critical
PCA Framework वाले passage में लेखक "Critics argue" और "Supporters contend" दोनों दिखाता है, और फिर "calibrated approach" को positive तरीके से describe करता है — यह Balanced + Analytical tone है।
Tone के लिए signal words:
- Positive tone signals: "landmark," "transformative," "promising," "innovative"
- Negative tone signals: "paradoxically," "eroding," "penalised," "perverse"
- Balanced tone signals: "while... however," "on one hand... on the other," "critics... supporters"
3. शाब्दिक अर्थ / Vocabulary in Context प्रश्न
यहाँ सबसे बड़ी गलती होती है: dictionary meaning देखना। Passage में शब्द का अर्थ context से निकालो।
Method — 3-step replacement test:
- उस शब्द/phrase को sentence से हटाओ।
- हर option को उस जगह रखो।
- जो option बिना sentence का अर्थ बदले fit हो जाए, वही answer है।
"Perverse incentive" वाले प्रश्न में — "perverse" को sentence में देखो: "states that managed their populations well are disadvantaged, which is the opposite of a fair reward system।" इसलिए perverse = contrary to what is reasonable, producing undesirable outcome। Dictionary में perverse के कई अर्थ हैं (stubborn, sexually deviant, etc.) — लेकिन context यहाँ clearly "counterproductive/contrary to expectation" बताता है।
4. निष्कर्ष / Inference प्रश्न
यह सबसे अधिक गलत होने वाला प्रश्न प्रकार है। Rules:
Rule 1: Inference = passage में जो लिखा है उससे directly निकलने वाला logical conclusion। अपनी बाहरी जानकारी बिल्कुल मत लाओ।
Rule 2: "Most reasonably inferred" का अर्थ है — strongest inference, not speculation।
Rule 3: Passage में explicitly mentioned facts को inference के रूप में पूछा जाए तो वो direct fact question है, inference नहीं। Correct inference वो है जो passage में नहीं कहा गया लेकिन कहे गए से निकलता है।
Climate Finance passage में — "$100 billion pledge has remained largely unmet" directly से inference: developed countries have not fully honoured their financial commitments। यह clear, direct, और passage-grounded inference है।
Elimination technique for inference:
- "Too extreme" options हटाओ: "never," "always," "completely," "entirely" वाले options अक्सर wrong होते हैं।
- "Out of scope" options हटाओ: जो passage में mention ही नहीं हुआ।
- "Contradicts passage" options हटाओ: जो passage के किसी कथन को reverse करे।
5. Passage में specific information प्रश्न
यह सबसे आसान है लेकिन समय सबसे अधिक लेता है अगर सही approach नहीं है।
Approach: Question पढ़ो, उसमें से 2-3 keyword निकालो, passage में वो keywords locate करो, उस paragraph को पढ़ो।
Climate Adaptation vs Mitigation passage में "why is adaptation harder to set targets for?" — keyword "adaptation targets" — passage में directly मिलेगा: "inherently local and difficult to quantify।"
शॉर्टकट और युक्तियाँ
Standard approach: पहले पूरा passage पढ़ो, फिर questions। यह 7-9 मिनट लेता है।
PQRAP method: Passage का पहला और आखिरी paragraph पढ़ो (60 seconds) → Questions पढ़ो सब एक बार (30 seconds) → Read targeted paragraphs for each question → Answer करो → Passage के बाकी हिस्से केवल जरूरत पर।
Speed gain: Standard method में 8 मिनट vs PQRAP में 5-6 मिनट — 2-3 मिनट की बचत प्रति passage। 5 mock tests में consistently verify करो।
Tone प्रश्न में पूरा passage दोबारा पढ़ना time waste है।
इसके बजाय: passage में इन signal categories के words को scan करो (30 seconds):
- Extreme positive words → Optimistic/Celebratory tone
- Extreme negative words → Critical/Cynical tone
- "However," "while," "critics... supporters," "on one hand" → Balanced/Analytical
- Pure facts without judgment → Objective/Informative
अगर passage में "critics argue... supporters contend... recent amendments attempt to balance" जैसे phrases हैं, तो Balanced/Analytical answer है — options देखने की ज़रूरत नहीं।
Standard method (पूरा passage दोबारा पढ़ना): 90 seconds। Signal word scan: 30 seconds।
मुख्य विचार प्रश्न के लिए: पहले paragraph का last sentence + आखिरी paragraph का last sentence = passage का "sandwich।" इन दोनों को मिलाकर जो बनता है, वही central argument है।
90% IBPS Clerk passages में यह technique काम करती है क्योंकि editorial/analytical writing में structure हमेशा: introduce → develop → conclude होता है।
Jobless Growth passage में: पहले paragraph का theme = GDP grows but employment stagnates। आखिरी वाक्य = "economic growth remains structurally disconnected from human welfare।" → Central argument = growth without quality employment is insufficient।
Full passage पढ़ने पर 4 मिनट, Sandwich Test पर 45 seconds।
हर inference option के लिए यह 3-point boundary check करो:
- क्या यह passage में explicitly लिखा है? — अगर हाँ, तो यह direct fact है, inference नहीं (eliminate if question asks for inference)।
Direct? Inference? Tone? Vocabulary? Central Argument?
Step 3: Questions को इस order में solve करो:
- पहले Vocabulary प्रश्न (आसान, 20-25 seconds each)
- फिर Direct Information प्रश्न (specific paragraph locate करो, 30-40 seconds each)
- फिर Central Argument (Sandwich Test, 45 seconds)
- फिर Tone (Signal Word Scan, 30 seconds)
- अंत में Inference प्रश्न (सबसे अधिक सोच चाहिए, 60-75 seconds each)
Step 4: अगर कोई option 50-50 लगे तो याद रखो — passage जो कहे वही सच। बाहरी ज्ञान का प्रयोग करने पर अक्सर गलत option चुनते हैं।
Total target time: एक passage (5-6 questions) = 6-7 मिनट।
हल किए गए PYQs
क्यों यह प्रश्न: Tone प्रश्न IBPS Clerk में लगभग हर passage set में आता है। PCA Framework passage में दोनों पक्ष (critics और supporters) present हैं — यह balanced tone की classic signature है। इसे समझना बाकी सभी tone प्रश्नों की नींव है।
समाधान का रास्ता: Signal words scan करो — "Critics have long argued," "Supporters contend," "attempts to strike a balance," "calibrated approach reflects a broader regulatory philosophy।" यहाँ लेखक न तो PCA की पूरी तरह आलोचना करता है, न पूरी तरह प्रशंसा। वह दोनों views present करके recent amendments को objectively evaluate करता है। यह Balanced + Analytical tone है।
The Reserve Bank of India's framework for prompt corrective action (PCA) has undergone significant evolution since its inception. Originally designed as a supervisory tool to rein in financially weak banks, the PCA framework imposes restrictions on dividend distribution, branch expansion, and management compensation when a bank breaches certain threshold limits related to capital adequacy, asset quality, and profitability. Critics have long argued that the framework, while well-intentioned, can paradoxically deepen the distress of a bank by curtailing its ability to grow out of trouble. Supporters, however, contend that without such guardrails, weak banks tend to engage in ever-riskier lending to recover losses — a phenomenon economists term 'gambling for resurrection.' Recent amendments to the framework have attempted to strike a balance: early triggers have been made more sensitive to detect vulnerability sooner, while exit criteria have been made more transparent so that banks are not trapped indefinitely under restrictions. The RBI has also introduced a graduated response mechanism, meaning that restrictions intensify only as thresholds are progressively breached, rather than applying a blunt, one-size-fits-all corrective action. This calibrated approach reflects a broader regulatory philosophy that prioritises systemic stability without unnecessarily stifling a bank's recovery potential.
Which of the following best describes the author's tone in the passage?
- Strongly supportive of the PCA framework while dismissing critics as uninformed
- Cautiously pessimistic about the RBI's ability to reform the PCA framework effectively
- Neutral and purely descriptive, presenting only facts without any evaluative commentary
- Balanced and analytical, acknowledging both criticism and merit of the PCA framework
Solutionसमाधान
The author presents both critics' and supporters' views on PCA, uses phrases like 'attempts to strike a balance,' and evaluates recent amendments, indicating a balanced, analytical tone. The tone is not purely neutral because the author does make evaluative observations about the 'calibrated approach' and its regulatory philosophy.
क्यों यह प्रश्न: Direct information प्रश्न में जवाब passage में word-for-word होता है, लेकिन options को इस तरह paraphrase किया जाता है कि confusion होती है। यह प्रश्न उस trap को दिखाता है।
समाधान का रास्ता: Question में keyword है "harder to set global targets for adaptation।" Passage में locate करो: "adaptation investments are inherently local and difficult to quantify, making it harder to set and verify global targets compared with measurable emissions reductions।" यह directly correct answer को point करता है। बाकी options या तो passage में नहीं हैं या misrepresent करते हैं।
Climate adaptation and climate mitigation are two pillars of the global response to climate change, yet they are frequently confused or conflated in public discourse. Mitigation refers to efforts that reduce or prevent greenhouse gas emissions — switching to renewable energy, increasing energy efficiency, or protecting carbon sinks like forests. Adaptation, by contrast, involves adjusting human systems and natural ecosystems to minimise the harm caused by climate changes that are already occurring or are unavoidable in the future. Examples include building sea walls to protect coastal cities, developing drought-resistant crops, or redesigning urban drainage to cope with heavier rainfall. Developing nations argue that the international community has historically over-invested in mitigation at the expense of adaptation finance, leaving vulnerable populations exposed to climate hazards they did little to create. At successive COP summits, negotiators have pushed for a 'new collective quantified goal' on climate finance that would earmark substantial funding specifically for adaptation in the Global South. The debate is further complicated by the fact that adaptation investments are inherently local and difficult to quantify, making it harder to set and verify global targets compared with measurable emissions reductions.
According to the passage, why is it harder to set global targets for adaptation compared to mitigation?
- The international community has not yet recognised adaptation as a separate pillar of climate response
- Developing nations refuse to cooperate in setting adaptation targets at COP summits
- Adaptation investments are local in nature and difficult to quantify, unlike measurable emissions reductions
- Adaptation measures are more expensive than mitigation, making financial commitments unrealistic
Solutionसमाधान
The passage explicitly states that 'adaptation investments are inherently local and difficult to quantify, making it harder to set and verify global targets compared with measurable emissions reductions.' The other options either misrepresent the passage or introduce information not present in it.
क्यों यह प्रश्न: Inference प्रश्न जहाँ passage एक comparison करता है (DPI vs proprietary ecosystems) — यह IBPS Clerk में बहुत common structure है। इसे ठीक से solve करना inference section में score बनाता है।
समाधान का रास्ता: "Primary advantage of DPI over proprietary ecosystems" — passage में: "Unlike proprietary fintech ecosystems dominated by a handful of corporations, DPI is built on open, interoperable protocols that allow both large incumbents and small startups to offer services on equal footing।" Correct answer इसी का paraphrase है। Boundary Check: क्या इसके लिए बाहरी ज्ञान चाहिए? नहीं। क्या यह directly passage से निकलता है? हाँ।
India's digital public infrastructure (DPI) stack — comprising Aadhaar for identity, UPI for payments, and the Account Aggregator framework for consent-based data sharing — has attracted global attention as a model for inclusive financial growth. Unlike proprietary fintech ecosystems dominated by a handful of corporations, DPI is built on open, interoperable protocols that allow both large incumbents and small startups to offer services on equal footing. The Account Aggregator system, in particular, represents a paradigm shift: it enables individuals to share their financial data securely with lenders, insurers, or wealth managers without surrendering control of that data to any single entity. This has transformative implications for credit access — a small trader can now share her GST returns, bank statements, and insurance records with multiple lenders simultaneously, allowing them to make granular, data-driven lending decisions rather than relying solely on traditional collateral. Critics warn, however, that the promise of DPI can only be fully realised if digital literacy improves substantially, grievance redressal mechanisms are strengthened, and the risk of data misuse through deceptive consent is effectively mitigated. The architecture may be sound, but its social outcomes ultimately depend on the institutional ecosystem surrounding it.
What can be inferred from the passage about the primary advantage of India's DPI model over proprietary fintech ecosystems?
- DPI eliminates the need for traditional collateral entirely, making lending risk-free for financial institutions
- DPI guarantees complete protection against data misuse, which proprietary systems cannot provide
- DPI's open and interoperable protocols ensure that both large and small players can participate equally, unlike ecosystems controlled by a few corporations
- The DPI model is superior because it is more profitable for corporations than proprietary fintech ecosystems
Solutionसमाधान
The passage states that DPI is 'built on open, interoperable protocols that allow both large incumbents and small startups to offer services on equal footing,' which is a direct contrast to proprietary ecosystems dominated by a few corporations. The other options either overstate the passage's claims or contradict the caveats explicitly mentioned by the author.
क्यों यह प्रश्न: Vocabulary in context प्रश्न में "perverse" जैसे शब्द का अर्थ context से निकालना होता है। Dictionary में इस शब्द के कई अर्थ हैं — यह प्रश्न दिखाता है कि context ही final authority है।
समाधान का रास्ता: "Perverse incentive" वाला sentence: "penalising states for successful governance sets a perverse incentive, effectively rewarding demographic inertia।" Context: जो सही काम करते हैं उन्हें नुकसान होता है — यह "contrary to what is reasonable, producing undesirable outcome" है। 3-option elimination: "Deliberately malicious" — passage में intent का ज़िक्र नहीं, eliminate। "Strict and inflexible rules" — passage context से बिल्कुल अलग, eliminate। "Sexually deviant" — clearly irrelevant, eliminate। Remaining: "contrary to what is reasonable।"
Fiscal federalism in India has always been a contested terrain. The Finance Commission, constituted every five years under Article 280 of the Constitution, is tasked with recommending the vertical and horizontal distribution of tax revenues between the Union and the states. While the vertical devolution — the share of central taxes given to states — has broadly increased over successive commissions, the horizontal allocation formula (how the pie is divided among states) remains deeply contentious. Southern states, which have invested heavily in human development indicators such as literacy and fertility control, find themselves penalised under population-based criteria that reward states with higher populations. This tension came into sharp relief ahead of the delimitation exercise, where representation in Parliament is to be redrawn based on updated census data. Demographically advanced states fear a double blow: reduced fiscal transfers relative to northern states and diminished political representation after delimitation. Advocates for southern states argue that penalising states for successful governance sets a perverse incentive, effectively rewarding demographic inertia. The 16th Finance Commission, which is currently deliberating its recommendations, faces the unenviable task of crafting a formula that is equitable across both development stages and fiscal needs, without further inflaming regional fault lines.
The word 'perverse' as used in the passage most nearly means:
- Excessively strict and inflexible in application of rules
- Contrary to what is reasonable or expected, producing an undesirable outcome
- Deliberately unfair, implying intentional bias by policymakers
- Morally corrupt and ethically indefensible in a judicial sense
Solutionसमाधान
In the passage, 'perverse incentive' refers to an incentive that produces an outcome contrary to what is reasonable — states that managed their populations well are disadvantaged, which is the opposite of a fair reward system. The word here does not imply intentional malice or strict rules, but rather an unintended, counterproductive consequence.
क्यों यह प्रश्न: Central argument प्रश्न का सबसे अच्छा उदाहरण — Sandwich Test यहाँ perfectly काम करता है।
समाधान का रास्ता: पहला paragraph: "Jobless growth" paradox — GDP बढ़ता है, employment नहीं। आखिरी वाक्य: "economic growth remains structurally disconnected from broad-based improvements in human welfare।" Sandwich = growth is not enough without quality employment। Correct answer: "Economic growth alone is insufficient if it does not generate quality employment।" Partial truth trap: एक option automation को central cause बताता है — यह passage का एक हिस्सा है, central argument नहीं।
The phenomenon of 'jobless growth' has emerged as one of the defining economic paradoxes of the post-liberalisation era in several emerging economies. Gross domestic product registers healthy expansion, stock markets reach record highs, and corporate profits soar — yet the formal employment base stagnates or contracts. Economists attribute this to two intertwined forces: capital-intensive technological adoption and the informalisation of labour. As firms automate routine tasks, they produce more output with fewer workers, and those workers who are hired are increasingly engaged through contract arrangements that exclude them from the formal labour market. In India, the Periodic Labour Force Survey data consistently shows that while headline unemployment rates appear modest, the quality of employment — measured by regularity, social security coverage, and wage adequacy — has deteriorated for a substantial portion of the workforce. This distinction between employment and decent employment is crucial but often elided in policy debates that celebrate job numbers without examining job quality. Addressing jobless growth requires not merely creating more positions but ensuring those positions come with living wages, social protection, and pathways for skill advancement. Without these features, economic growth remains structurally disconnected from broad-based improvements in human welfare.
What is the central argument of the passage?
- Informalisation of labour is a temporary trend that will reverse once GDP growth exceeds a critical threshold
- Economic growth alone is insufficient if it does not generate quality employment with adequate wages, social security, and skill development opportunities
- Automation and technology are the sole causes of unemployment in emerging economies and must be regulated
- India's Periodic Labour Force Survey data proves that unemployment rates in India are artificially low and misleading
Solutionसमाधान
The passage's central thesis is that GDP growth disconnected from quality employment fails to improve human welfare broadly. While automation and informalisation are discussed as causes, the passage does not argue that technology alone must be regulated, nor does it suggest informalisation is temporary or that PLFS data is artificially manipulated.
क्यों यह प्रश्न: Inference प्रश्न जहाँ passage में एक specific fact ("largely unmet") से inference निकालनी है। यह Boundary Check technique का perfect example है।
समाधान का रास्ता: Boundary Check — "$100 billion pledge has remained largely unmet" → inference: developed countries have not fully honoured commitments। यह directly निकलता है, बाहरी ज्ञान नहीं चाहिए। Other options check: "50% target achieved" — passage says it's a 2030 goal, not achieved। "Loss and Damage fund at COP15" — passage says COP28। "Coal phase-out deadline" — passage में कोई deadline नहीं।
India's approach to climate financing has come under scrutiny as the country prepares to meet its Nationally Determined Contributions (NDCs) under the Paris Agreement. Developing nations like India argue that the burden of decarbonisation cannot be shouldered without substantial financial transfers from historically high-emitting developed countries. The $100 billion per year climate finance pledge made by developed nations at COP15 in Copenhagen has remained largely unmet, eroding trust in multilateral climate negotiations. At COP28 in Dubai, a new Loss and Damage fund was operationalised — a landmark development acknowledging that vulnerable countries are already bearing costs from climate change they did little to cause. India's NDCs commit to achieving 50% of its cumulative electric power installed capacity from non-fossil fuel sources by 2030 and to reducing the emissions intensity of its GDP by 45% from 2005 levels. Domestically, India faces the twin challenge of accelerating the clean energy transition while ensuring that millions dependent on coal-sector employment are not left economically stranded. Policy analysts emphasise that a just transition framework, combining retraining programmes with social safety nets, is essential if India is to achieve its climate goals without exacerbating inequality.
Which of the following can be most reasonably inferred from the passage?
- Developed countries have not fully honoured their financial commitments to support developing nations' climate efforts
- India's domestic coal sector is expected to be completely phased out before 2030 under current NDC commitments
- India has already achieved its target of 50% installed power capacity from non-fossil fuel sources
- The Loss and Damage fund was established at COP15 in Copenhagen as part of the Paris Agreement
Solutionसमाधान
The passage states the $100 billion climate finance pledge 'has remained largely unmet,' allowing the inference that developed countries have not honoured commitments. The 50% target is a 2030 goal, not achieved yet. The Loss and Damage fund was operationalised at COP28 in Dubai, not COP15. The passage does not mention a coal phase-out deadline.
क्यों यह प्रश्न: "Explainability deficit" जैसे technical phrases का context-based अर्थ निकालना — यह AI/technology passages में increasingly common हो रहा है।
समाधान का रास्ता: Phrase के आसपास का context: "opacity of deep learning models creates an 'explainability deficit,' making it difficult for regulators to audit decision-making processes and for customers to contest adverse outcomes।" यानी models की decision-making को समझना/explain करना मुश्किल है। Correct: "inability to clearly understand or account for how AI models arrive at their decisions।" Elimination: "staffing shortages," "disclosure norms," "efficiency gaps" — इनमें से कोई भी passage में नहीं है।
The proliferation of Artificial Intelligence in the financial services sector has sparked a profound rethinking of risk management, customer engagement, and regulatory oversight. Banks are increasingly deploying machine learning algorithms to assess creditworthiness, detect fraudulent transactions in real time, and personalise product offerings for retail customers. While these applications promise greater efficiency and financial inclusion — particularly for thin-file borrowers who lack conventional credit histories — they also introduce novel risks. Algorithmic models trained on historical data may inadvertently perpetuate systemic biases, potentially disadvantaging marginalised communities in credit decisions. Furthermore, the opacity of deep learning models creates an 'explainability deficit,' making it difficult for regulators to audit decision-making processes and for customers to contest adverse outcomes. The Financial Stability Board has flagged AI-related concentration risk, warning that widespread reliance on a handful of third-party AI vendors could create systemic vulnerabilities similar to those seen in the 2008 financial crisis. Regulators globally are now exploring 'regulatory sandboxes' and mandatory algorithmic impact assessments as tools to govern AI in finance without stifling innovation.
In the context of the passage, what does the phrase 'explainability deficit' most nearly mean?
- The failure of banks to disclose their AI adoption strategies in annual financial reports
- The gap between the promised benefits of AI and the actual efficiency gains recorded by banks
- The inability to clearly understand or account for how AI models arrive at their decisions
- The shortage of trained professionals who can explain artificial intelligence concepts to banking regulators
Solutionसमाधान
The passage uses 'explainability deficit' in the context of 'opacity of deep learning models,' making it 'difficult for regulators to audit decision-making processes.' This points to the inability to understand or account for AI decision-making. The other options introduce ideas — staffing shortages, disclosure norms, efficiency gaps — not mentioned in the passage.
क्यों यह प्रश्न: Finance Commission passage में tone question — यहाँ trap यह है कि passage में "southern states" की आलोचना है, इसलिए कुछ students "critical" tone चुन लेते हैं। लेकिन लेखक खुद critical नहीं है।
समाधान का रास्ता: Signal words scan: passage लेखक सिर्फ information दे रहा है — Finance Commission mechanism, southern states' objections, economists' views। कहीं भी लेखक personally किसी पक्ष को endorse नहीं करता। "Analytical and informative, presenting multiple perspectives without overt bias" — यही correct है। Trap: "Critical of Commission" — लेखक नहीं है, southern states हैं।
India's federal fiscal architecture faces a recurring strain as states demand a larger share of the divisible pool of central taxes and greater autonomy over spending priorities. The Finance Commission, constituted every five years under Article 280 of the Constitution, is the primary mechanism for resolving this tension. The Fifteenth Finance Commission, chaired by N.K. Singh, recommended a 41% devolution of taxes to states — a slight reduction from the Fourteenth Commission's 42%, partly attributable to the bifurcation of Jammu and Kashmir into two Union Territories. Southern states have consistently raised objections, arguing that the formula penalises demographic efficiency: states that successfully curbed population growth receive lower allocations because population remains a significant criterion. This 'south versus north' narrative in fiscal federalism has intensified ahead of the Sixteenth Finance Commission's deliberations. Additionally, the proliferation of centrally sponsored schemes with rigid conditionalities has been criticised for undermining state autonomy, compelling states to align their priorities with central mandates to access funds. Economists advocate for a shift towards untied grants that empower states to address local development needs without bureaucratic bottlenecks at the Union level.
Which of the following best describes the author's tone in the passage?
- Dismissive of states' concerns, implying that central oversight is necessary for balanced national development
- Optimistic that the Sixteenth Finance Commission will resolve the longstanding north-south fiscal divide
- Strongly critical of the Finance Commission for consistently favouring northern states over southern states
- Analytical and informative, presenting multiple perspectives on a complex fiscal debate without overt bias
Solutionसमाधान
The passage objectively outlines the Finance Commission mechanism, presents the southern states' objections, and quotes economists' views — all without endorsing any single position. The author does not criticise the Commission as biased, express optimism about future resolution, or dismiss state concerns, making the analytical and informative tone the most accurate characterisation.
आम गलतियाँ
-
