UPSC CSAT

advanced 20 min read

Negation Test

Valid vs Invalid Assumption

(Over-claiming)

"solely," "only," "always," "never," "no country," जैसे absolute शब्द आते ही सतर्क हो जाओ।

(Scope Creep)

3. Passage के विरुद्ध (Contradicts the Passage)

(Necessary Link)

जो assumption passage के तर्क को जोड़ने के लिए ज़रूरी हो — "without this, the argument collapses" — वह valid है।

5. Implicit vs Stated

Neither.

उत्तर: Only I या Only II.

Both.

2024-2025 के PYQs देखो तो "Neither I nor II" काफ़ी बार आया है — इसलिए हर option को genuinely परखो, default "Both" मत मान लो।

Assumption परखने का Step-by-Step Process

Step 3: Negation test

pattern'Solely/Only/Never' देखते ही Alarm

जब assumption में absolute शब्द हों — solely, only, never, no country, no other way — तो वह assumption अक्सर over-claim करती है। Standard reading approach (पूरा assumption re-read): 15 steps। Pattern recognition: 1 step।

patternनया Proper Noun = Scope Creep Alert

elimination'Moral/Social Responsibility' Trap

(solely/only/never/no country) → हाँ → likely invalid, negation से confirm करो।

Total time: 2-3 minutes per question।

Assumption I कहती है "no country needs to depend" — यह सीधा contradiction है।

Previous Year Question
Maintaining an ecosystem just to conserve biodiversity will affect its commercial potential as well as the livelihoods dependent on the ecosystem. There is also a conflict between using an ecosystem only for livelihoods, for commercial exploitation, or strictly for conservation. Deforestation caused due to commercial exploitation will lead to indirect harm like floods, siltation problems and microclimatic instability, apart from adversely affecting livelihoods dependent on forests. These conflicts are particularly acute in developing countries where the dependence of people on the ecosystem is significant, and commercial exploitation has the potential to boost national income. With reference to above passage, the following assumptions have been made: I. No country needs to depend on ecosystems to boost national income. II. Resource-rich countries need to share their resources with those of scant resources so as to prevent the degradation of ecosystems. Which of the above assumptions is/are valid?
  1. I only
  2. II only
  3. Both I and II
  4. Neither I nor II
Solution
Assumption I directly contradicts the passage, which states commercial exploitation of ecosystems has the potential to boost national income—implying countries do depend on ecosystems for national income. Assumption II about resource-sharing between countries is not discussed or implied anywhere in the passage. Hence neither assumption is valid.

Only II valid।

Previous Year Question
The history of renewable energy suggests there is a steep learning curve, meaning that, as more is produced, costs fall rapidly because of economies of scale and learning by doing. The firms' green innovation is path-dependent: the more a firm does, the more it is likely to do in the future. The strongest evidence for this is the collapse in the price of solar energy, which became about 90% cheaper during the 2010s, repeatedly beating forecasts. Moving early and gradually gives economies more time to adjust, allowing them to reap the benefits of path-dependent green investment without much disruption. A late, more chaotic transition is costlier. With reference to the above passage, the following assumptions have been made: I. Path-dependent green investments will eventually most likely benefit growth as well as public finances in a country like India. II. If other green technologies follow the same pattern as that of solar energy, there will most likely be an easy green transition. Which of the above assumptions is/are valid?
  1. I only
  2. II only
  3. Both I and II
  4. Neither I nor II
Solution
Assumption I introduces 'public finances in a country like India,' which goes beyond what the passage states—the passage discusses economies generally, not specifically public finances or India. Assumption II directly follows the passage: solar energy is given as the strongest evidence of path-dependent cost collapse, and the passage suggests early, gradual movement leads to a smoother transition. Hence only II is a valid assumption.

Assumption II "much more severe" claim

समाधान का रास्ता: Passage coastal states को sea-level rise से, Himalayan regions को अपनी challenges से, और peninsular India को wind power opportunities से जोड़ता है — यह integration का implicit संकेत है, Assumption I valid। Assumption II का "much more severe" claim absolute है — passage सभी regions को challenges देता है, comparative severity नहीं बताता। Only I valid।

Previous Year Question
Each State in India faces a distinctive set of challenges regarding the impact of warming, but also offers its own set of opportunities for reducing emissions depending on its natural resources. For example, coastal States need to take action to protect their shores from sea level rise, districts that are drier need to prepare for variable monsoon precipitation. Himalayan regions have their own unique challenges, and selected parts of peninsular India and offshore areas offer great opportunities for harnessing wind power. These various aspects need to be considered for developing clear and sustainable goals for the future. In the context of this passage, the following assumptions have been made: I. Green energy production can be linked/integrated with climate change mitigation and adaptation strategies. II. The impact of climate change is much more severe in coastal and mountainous regions. Which of the above assumptions is/are valid?
  1. I only
  2. II only
  3. Both I and II
  4. Neither I nor II
Solution
Assumption I is implicit in the passage, which links opportunities for emissions reduction (such as harnessing wind power) with the challenges of climate change—suggesting integration of green energy with mitigation/adaptation. Assumption II is not supported: the passage notes coastal, dry, Himalayan and other regions all have unique challenges but does not claim coastal and mountainous regions face 'much more severe' impacts than others. Hence only I is valid.

समाधान का रास्ता: Assumption I — passage कहता है corporate capitalism "generates jobs" और unemployment fix करने का "no other way" है — employment growth का assumption directly valid।

Previous Year Question
There has been no democracy that has grown economically without corporate capitalism. It helps in modernizing the economy and enabling the transition from rural to urban, and agriculture to industry and services, which are inevitable with growth. It generates jobs — and there is no other way to fix a country's unemployment challenge without a further impetus to private business. Big companies can operate on a large scale and become competitive both domestically and externally. A vibrant corporate capitalist base also leads to additional revenues for the State — which in turn, can be used for greater welfare for the marginalized and creating a more level playing field in terms of opportunities. With reference to the above passage, the following assumptions have been made: I. Corporate capitalism promotes the growth of labour force and provides more employment opportunities. II. Poor and marginalized sections of population are benefited by corporate capitalism due to trickle-down effect. Which of the above assumptions is/are valid?
  1. I only
  2. II only
  3. Both I and II
  4. Neither I nor II
Solution
Assumption I is valid because the passage explicitly states corporate capitalism 'generates jobs' and that there is no other way to fix unemployment without impetus to private business, implying growth in employment opportunities. Assumption II is also valid because the passage states that additional revenues from corporate capitalism can be used for 'greater welfare for the marginalized and creating a more level playing field in terms of opportunities' — this is essentially the trickle-down assumption. Hence both assumptions are valid and option (c) is correct.

Assumption 1 valid। Assumption 2 में "social and moral responsibility of all citizens" — passage ने environmental और sustainability terms में बात की, नैतिक ज़िम्मेदारी का frame नहीं दिया। Moral responsibility = नया frame = invalid। Only 1 valid।

Previous Year Question
Read the following passage and answer the item that follows. Your answer to this item should be based on the passage only. According to the Food and Agriculture Organization, one-third of food produced for human consumption is lost or wasted globally. Food is lost or wasted throughout the supply chain, from initial agricultural production to final household consumption. The increasing wastage also results in land degradation by about 45%, mainly due to deforestation, unsustainable agricultural practices, and excessive groundwater extraction. The energy spent over wasted food results in about 3.5 billion tonnes of carbon dioxide production every year. Decay also leads to harmful emissions of other gases in the atmosphere. Addressing the loss and wastage of food in all forms is critical to complete the cycle of food sufficiency and food sustainability. Based on the above passage, the following assumptions have been made: 1. The food distribution mechanism needs to be reimagined and made effective to reduce the loss and wastage of food. 2. Ensuring the reduction of wastage and loss of food is a social and moral responsibility of all citizens. Which of the assumptions given above is/are valid?
  1. 1 only
  2. 2 only
  3. Both 1 and 2
  4. Neither 1 nor 2
Solution
An assumption is something unstated yet necessary for the passage's argument to hold. Assumption 1 is valid because the passage stresses food is lost throughout the supply chain from production to household consumption and calls addressing this 'critical' — this implicitly assumes the distribution mechanism needs to be reimagined to fix the problem. Assumption 2 introduces a 'social and moral responsibility of all citizens' angle that the passage does not address; the passage frames the issue in environmental and sustainability terms, not as a moral duty of citizens. Hence only assumption 1 is valid.

"Solely" = over-claim = invalid। Neither valid।

Previous Year Question
Read the following passage and answer the item that follows. Your answer to this item should be based on the passage only. As inflation rises, even governments previously committed to budget discipline are spending freely to help households. Higher interest rates announced by central banks are supposed to help produce modest fiscal austerity, because to maintain stable debts while paying more to borrow, governments must cut spending or raise taxes. Without the fiscal backup, monetary policy eventually loses traction. Higher interest rates become inflationary, not disinflationary, because they simply lead governments to borrow more to pay rising debt-service costs. The risk of monetary unmooring is greater when public debt rises, because interest rates become more important to budget deficits. Based on the above passage, the following assumptions have been made: 1. Fiscal policies of governments are solely responsible for higher prices. 2. Higher prices do not affect the long-term government bonds. Which of the assumptions given above is/are valid?
  1. 1 only
  2. 2 only
  3. Both 1 and 2
  4. Neither 1 nor 2
Solution
Assumption 1 is invalid because the passage never says fiscal policies are 'solely' responsible for inflation — it discusses the interaction of monetary and fiscal policy, and mentions multiple drivers like debt-service costs and central bank rate decisions. The word 'solely' makes 1 too strong. Assumption 2 is also invalid — the passage clearly links higher interest rates, public debt and budget deficits, implying higher prices do affect long-term government bonds (through debt-service costs and yields). Hence neither assumption is valid.

Assumption 2 का "no capacity or potential" बहुत extreme claim है।

Assumption 1 valid। Assumption 2 — passage कहता है "differ from the West," "no capacity or potential" नहीं — यह extreme over-reading है। Only 1 valid।

Previous Year Question
Read the following passage and answer the item that follows. Your answer to this item should be based on the passage only. Today, if we consider cities such as New York, London and Paris as some of the most iconic cities in the world, it is because plans carrying a heavy systems approach were imposed on their precincts. The backbone of the systems theory is the process of translating social, spatial and cultural desirables into mathematical models using computing, statistics, optimization and an algorithmic way of formulating and solving problems. The early universities of the West which began to train professionals in planning, spawned some of the most ingenious planners, who were experts in these domains. This was because these very subjects were absorbed into the planning curriculum that had its roots in the social sciences, geography and architecture. Planning in India, and its education differ from the West. Based on the above passage, the following assumptions have been made: 1. India needs a new generation of urban professionals with knowledge relevant to modern urban practice. 2. Indian universities at present have no capacity or potential to impart training in systems approach. Which of the assumptions given above is/are correct?
  1. 1 only
  2. 2 only
  3. Both 1 and 2
  4. Neither 1 nor 2
Solution
Assumption 1 is valid because the passage implies that India's planning education differs from (and is implicitly less effective than) the systems-based Western approach, suggesting India needs a new generation of urban professionals with modern, systems-oriented knowledge. Assumption 2 is too extreme — the passage merely states that planning in India differs from the West; it nowhere claims Indian universities have 'no capacity or potential' to impart systems-approach training. Hence only assumption 1 is correct.

Assumption 1 (no need to change) = contradiction = invalid। Assumption 2 (sufficient skilled workers) — passage 10% employability को clearly insufficient बताता है = contradiction = invalid। Neither valid।

Previous Year Question
Passage: Conventional classrooms, by emphasizing fixed duration over learning effectiveness, resign themselves to variable outcomes... This is how we end up with 10 percent employability in our graduates after a decade and half of formal education. Repeating the same ineffectual script in the realm of skill education will not produce different results. Based on the above passage, the following assumptions have been made: 1. As a large number of workers in our country are employed in unorganized sector, India does not need to change its present conventional classroom system of education. 2. Even with its present conventional classroom system of education, India produces sufficient number of skilled workers to fully realize the benefits of demographic dividend. Which of the assumptions given above is/are valid?
  1. 1 only
  2. 2 only
  3. Both 1 and 2
  4. Neither 1 nor 2
Solution
The passage strongly criticizes the conventional classroom system and asserts only 10% employability — clearly implying India NEEDS to change its conventional system. So assumption 1 (no need to change) contradicts the passage. Assumption 2 (India produces sufficient skilled workers) also contradicts the passage which states only 10% employability — clearly insufficient. Neither assumption is valid as both are opposite to what the passage argues.
