UPSC CSAT
- Counter-argument — "Critics argue...", "However...", "On the other hand..."
- Conclusion या Author's stand
- कोई specific data, fact, या proper noun
तीसरा चरण — विकल्पों को eliminate करो, select मत करो।
UPSC के distractor (गलत विकल्प) बहुत चालाक होते हैं। वे चार श्रेणियों में आते हैं:
| Distractor का प्रकार | पहचान |
|---|---|
| Extreme statement | "हमेशा", "कभी नहीं", "पूरी तरह से" जैसे शब्द |
| Out of scope | गद्यांश में उल्लेख ही नहीं, लेकिन विषय से संबंधित लगता है |
| Contradicts passage | गद्यांश के विपरीत कहता है |
| Partially correct | एक हिस्सा सही, दूसरा गलत या अतिरिक्त |
केंद्रीय विचार प्रश्न (Central Idea)
यहाँ सबसे बड़ा जाल है: वह विकल्प जो "सही" तो है लेकिन केवल एक हिस्से को capture करता है। केंद्रीय विचार पूरे गद्यांश को समेटता है — किसी एक paragraph को नहीं।
परीक्षण: "क्या यह विकल्प पूरे गद्यांश को justify करता है, या केवल पहले/अंतिम paragraph को?" — अगर केवल एक हिस्से को, तो यह सही नहीं है।
अनुमान प्रश्न (Inference)
(Tone)
(Vocabulary in Context)
micro-example: "Quantum computing will completely replace classical computers" — गद्यांश में "specific problem classes" लिखा है, न कि "all computing." यह विकल्प तुरंत eliminate।
गति लाभ: चारों विकल्प पूरे पढ़ने में 60 सेकंड। Extreme word scan से 2 विकल्प 10 सेकंड में eliminate — बचे 2 में से सही चुनो।
गद्यांश पढ़ते समय हर paragraph के बाद एक 3-5 शब्द का label मन में बनाओ:
P1: "Finance Commission — परिचय"
P2: "XV FC — performance conditionality"
P3: "vertical vs horizontal imbalance"
P4: "off-budget borrowings — distortion"
P5: "COVID — fiscal stress"
अब जब कोई प्रश्न पूछे "author's view on conditionalities" — सीधे P2 पर जाओ, पूरा गद्यांश दोबारा मत पढ़ो।
गति लाभ: बिना map के re-reading में 90 सेकंड, map के साथ direct location में 20 सेकंड — 70 सेकंड बचते हैं प्रति प्रश्न।
Tone प्रश्न में सीधे इन चार दिशाओं में सोचो:
+Strong: enthusiastic, celebratory, advocating
+Mild: supportive, optimistic, appreciative
-Mild: cautious, concerned, analytically critical
-Strong: pessimistic, dismissive, condemning
"a horizon that recedes as you walk toward it" → "जैसे-जैसे आगे बढ़ो, लक्ष्य दूर होता जाए"
- "infer / conclude / most reasonably" → अनुमान प्रश्न
- "author's tone / author's purpose in sentence X" → स्वर/उद्देश्य प्रश्न
- "most nearly means / in the context of the passage" → शब्द-अर्थ प्रश्न
- बाकी सब → तथ्यात्मक प्रश्न
Step 2 — उसी प्रकार की रणनीति लगाओ:
- केंद्रीय विचार → "क्या यह पूरे गद्यांश को समेटता है?"
- अनुमान → "क्या यह गद्यांश-समर्थित है और over-inference नहीं?"
- स्वर → "Tone Compass — Strong या Mild zone?"
- शब्द-अर्थ → "Context में literal replacement क्या है?"
- तथ्यात्मक → "यह exact line गद्यांश में कहाँ है?"
Step 3 — Extreme word scan और Passage-Only filter से गलत विकल्प eliminate करो।
The concept of 'fiscal federalism' in India has undergone significant transformation since the establishment of the Finance Commission under Article 280 of the Constitution. The Finance Commission is a quasi-judicial body constituted every five years to recommend the distribution of central taxes between the Union and the States, as well as grants-in-aid to States. The Fifteenth Finance Commission, chaired by N.K. Singh, introduced a paradigm shift by tying a portion of grants to performance indicators such as improvement in health outcomes, education, and ease of doing business. Critics, however, argue that such conditionalities undermine the constitutional spirit of cooperative federalism by creating asymmetric dependencies. Historically, vertical imbalances — where the Centre collects more revenue than it spends directly — have necessitated devolution, while horizontal imbalances among States have required equalisation grants. The Commission's recommendation to retain the 41% devolution share (adjusting for the carved-out contribution for Jammu & Kashmir and Ladakh) was seen as a pragmatic balance. Yet, scholars of public finance note that off-budget borrowings by States and the proliferation of centrally sponsored schemes continue to distort the true picture of fiscal federalism. The COVID-19 pandemic further complicated fiscal arithmetic, as States faced mounting expenditure obligations while revenue sources dried up, prompting demands for greater borrowing flexibility under the FRBM framework. The tension between fiscal autonomy and fiscal discipline thus remains at the heart of Centre-State financial relations in India.
Which of the following best captures the central argument of the passage?
- The Fifteenth Finance Commission successfully resolved all tensions in Centre-State financial relations by recommending a 41% devolution share and performance-linked grants.
- Off-budget borrowings and centrally sponsored schemes are the primary reasons why fiscal federalism has failed in India, necessitating a complete overhaul of the Finance Commission structure.
- The constitutional provisions under Article 280 are insufficient to address vertical and horizontal fiscal imbalances, and India should adopt a purely market-based approach to resource allocation.
- Fiscal federalism in India is an evolving framework where constitutional mandates, performance-linked conditionalities, and macroeconomic shocks collectively shape the balance between fiscal autonomy and fiscal discipline.
Solutionसमाधान
The passage does not claim that the Finance Commission resolved all tensions (eliminating distractor 1), nor does it advocate for an overhaul or a market-based approach (eliminating distractors 2 and 3). Instead, it traces the evolution of fiscal federalism through Finance Commission recommendations, performance conditionalities, structural imbalances, and pandemic-induced stress, presenting the tension between autonomy and discipline as the enduring central theme.
समाधान का रास्ता: गद्यांश में Finance Commission का परिचय → XV FC की performance conditionality → critics का objection → vertical/horizontal imbalance → off-budget borrowings → COVID stress → "tension between fiscal autonomy and fiscal discipline" — यह अंतिम वाक्य thread है। जो विकल्प इस पूरी arc को capture करे, वही सही। सही उत्तर (D) में "evolving framework", "constitutional mandates", "macroeconomic shocks", "fiscal autonomy and discipline" — ये सभी elements हैं।
क्यों यह प्रश्न: "A horizon that recedes" एक metaphor-based vocabulary question है — UPSC इसे बार-बार use करता है। यहाँ जो नहीं करना वह है: अपनी intuition से metaphor decode करना।
Quantum computing exploits the principles of superposition and entanglement to perform certain classes of computation exponentially faster than classical computers. A classical bit is always in one of two states — zero or one — while a qubit can exist in a superposition of both simultaneously, collapsing to a definite state only upon measurement. Entanglement links the quantum states of two or more qubits such that the state of one instantaneously determines the state of another, regardless of spatial separation — a phenomenon Einstein famously dismissed as 'spooky action at a distance.' These properties confer extraordinary computational power for specific problems: factoring large integers, simulating molecular interactions for drug discovery, and optimising logistical networks at scales that would take classical supercomputers millennia. However, qubits are extraordinarily fragile. Any interaction with the external environment — a stray photon, a thermal fluctuation, even cosmic radiation — causes 'decoherence,' destroying the quantum state before computation can be completed. Current quantum processors therefore require cooling to temperatures approaching absolute zero, typically around 15 millikelvin, far colder than outer space. Quantum error correction, which uses many physical qubits to represent a single logical qubit with sufficient reliability, demands hardware overhead that makes scalable fault-tolerant quantum computing enormously challenging. The 'quantum advantage' that theorists promise remains, for most practical applications, a horizon that recedes as engineering difficulties are confronted. Nations including the United States, China, and India — through its National Quantum Mission launched in 2023 — are investing heavily, recognising that whoever achieves scalable quantum computing first will hold decisive advantages in cryptography, materials science, and artificial intelligence.
In the context of the passage, the phrase 'a horizon that recedes as engineering difficulties are confronted' most nearly means:
- Each technical problem solved in quantum computing reveals new obstacles, keeping practical quantum advantage perpetually just out of reach.
- Quantum computing research has been deliberately slowed by nations wishing to preserve existing cryptographic advantages.
- The theoretical benefits of quantum computing are illusory and will never be realised in practice.
- Scientists are approaching a definitive solution to decoherence, after which quantum advantage will be rapidly achieved.
Solutionसमाधान
The metaphor of a 'receding horizon' conveys that progress in engineering surfaces new challenges, keeping the goal distant even as effort increases. Distractor 2 is too absolute — the author does not say the benefits are illusory, only that they are hard to reach. Distractor 3 is the opposite of what the metaphor implies. Distractor 1 introduces a geopolitical motive for slow progress that is absent from the passage.
समाधान का रास्ता: गद्यांश में "quantum advantage" का context देखो — "remains, for most practical applications, a horizon that recedes as engineering difficulties are confronted." यानी: जैसे-जैसे engineering problems solve होती हैं, नई problems सामने आती हैं। Substitution: "practical quantum advantage हमेशा just out of reach रहती है।" सही उत्तर (A) यही कहता है। (B) "illusory" कहता है — गद्यांश में "impossible" नहीं लिखा, बस "difficult"।
क्यों यह प्रश्न: Tone प्रश्न UPSC CSAT में consistently आता है। कृषि-सुधार के इस गद्यांश में author Green Revolution की तारीफ और आलोचना दोनों करता है — यह "balanced" tone का perfect example है।
India's agrarian economy presents a paradox: a sector that employs roughly 45% of the workforce contributes less than 18% of GDP, signalling persistent structural underemployment and low productivity. The Green Revolution of the 1960s and 1970s dramatically increased yields in wheat and rice, but its legacy is increasingly viewed with ambivalence. On one hand, it ensured national food security and averted famines; on the other, it entrenched monoculture farming, depleted groundwater aquifers in Punjab and Haryana, degraded soil health through excessive chemical inputs, and created a subsidy regime — particularly for power and fertiliser — that has proven politically impossible to dismantle. The Minimum Support Price (MSP) system, intended to protect farmers from market volatility, has inadvertently incentivised continued cultivation of water-intensive crops in ecologically unsuitable regions. Reform efforts have repeatedly foundered on the twin rocks of farmer distrust and political economy. The 2021 repeal of the three farm laws — which had aimed to liberalise agricultural markets — after over a year of sustained protests, illustrated the depth of anxiety among farming communities about the potential withdrawal of government price support. Agricultural economists argue that the path forward lies not in binary choices between liberalisation and state control, but in building market infrastructure, improving cold-chain logistics, expanding crop insurance coverage, and investing in climate-resilient seed varieties. The urgency is compounded by climate change: erratic monsoons, heat stress during critical crop growth stages, and increasing frequency of extreme weather events threaten to erode productivity gains achieved over decades.
Which of the following best describes the author's tone in the passage?
- Celebratory of the Green Revolution's legacy while expressing mild concern about environmental side-effects as a secondary consideration.
- Overtly pessimistic, suggesting that India's agricultural sector is beyond reform and that climate change will inevitably reverse all past productivity gains.
- Analytically balanced, acknowledging both the achievements and the unintended consequences of agricultural policy without advocacy for a single solution.
- Strongly partisan in favour of market liberalisation, using the farm law repeal as evidence that political interference has destroyed agricultural progress.
Solutionसमाधान
The author presents the Green Revolution's achievements and drawbacks with equal weight, discusses both liberalisation attempts and their failure without endorsing either side, and concludes with a multi-pronged reform agenda — all hallmarks of analytical balance. The passage is not pessimistic (it suggests viable paths forward), not pro-liberalisation (the farm law repeal is presented as a lesson in political economy, not as a failure of interference), and not celebratory of the Green Revolution (its legacy is explicitly described as 'viewed with ambivalence').
समाधान का रास्ता: Tone Compass लगाओ। गद्यांश: Green Revolution के फ़ायदे भी ("ensured food security") और नुकसान भी ("entrenched monoculture", "depleted groundwater")। Farm law repeal को न failure कहता है, न success। "Path forward" suggest करता है — pessimistic नहीं। इसलिए "Analytically balanced" (C) सही। "Deeply pessimistic" (A) — Strong negative zone, गद्यांश में नहीं।
क्यों यह प्रश्न: CBDC गद्यांश का यह inference प्रश्न "Over-inference" जाल का classic example है — एक विकल्प गद्यांश से आगे जाकर RBI की success claim करता है।
Central bank digital currencies (CBDCs) represent a fundamental reimagining of the relationship between sovereign money, commercial banks, and the public. Unlike cryptocurrencies, which derive their value from decentralised consensus and are issued by no sovereign authority, CBDCs are direct liabilities of the central bank — equivalent in legal status to physical currency but existing in digital form. Their proponents argue that CBDCs can enhance financial inclusion by providing the unbanked with direct access to sovereign money without requiring a commercial bank account, reduce the cost and friction of cross-border payments, and give monetary authorities a new transmission mechanism for policy — for instance, by applying negative interest rates directly to CBDC holdings to stimulate spending. Critics, however, raise profound concerns. A widely adopted retail CBDC could trigger structural disintermediation of commercial banks: if citizens hold accounts directly with the central bank, deposit flows away from commercial banks could impair their capacity to lend, undermining the credit creation mechanism that funds private investment. There are also acute surveillance concerns — every CBDC transaction is, in principle, visible to the issuing authority, creating a panopticon of financial behaviour. The Reserve Bank of India has been conducting pilots of the e-Rupee since 2022, calibrating its design choices — particularly around anonymity thresholds and interoperability with existing payment systems — to balance these competing imperatives. The design choices made today will lock in institutional architectures for decades, making this one of the most consequential financial policy decisions of the century.
What can be inferred from the passage about the relationship between a widely adopted retail CBDC and the commercial banking system?
- CBDCs are direct liabilities of commercial banks, meaning their widespread adoption would strengthen the balance sheets of those institutions.
- The Reserve Bank of India has concluded that disintermediation risks are minimal and has therefore proceeded with full-scale e-Rupee deployment.
- A retail CBDC could draw deposits away from commercial banks, weakening their ability to create credit and finance private investment.
- Commercial banks would benefit from CBDCs because interoperability with existing payment systems would increase their transaction volumes.
Solutionसमाधान
The passage states that if citizens hold accounts directly with the central bank, 'deposit flows away from commercial banks could impair their capacity to lend, undermining the credit creation mechanism.' This is an inference about consequences, directly supported by the text. Distractor 2 contradicts the passage, which says the RBI is 'calibrating' choices — not that it has minimised the risk. Distractor 3 is factually wrong; the passage explicitly calls CBDCs liabilities of the central bank, not commercial banks. Distractor 1 is an unsupported extrapolation not present in the text.
समाधान का रास्ता: गद्यांश में: "if citizens hold accounts directly with the central bank, deposit flows away from commercial banks could impair their capacity to lend." — यह exact inference (C) है। (B) "RBI has minimised the risk" — गद्यांश में "calibrating" है, minimize नहीं। यह over-inference है। Passage-Only filter: "minimised" word गद्यांश में नहीं — eliminate।
क्यों यह प्रश्न: Basel III गद्यांश का "Author's Purpose" प्रश्न — जहाँ sovereign exposure का उदाहरण एक specific point को illustrate करने के लिए है, न कि Basel III की wholesale criticism के लिए।
The Basel III framework, developed by the Basel Committee on Banking Supervision in the aftermath of the 2007-08 global financial crisis, represents the most comprehensive overhaul of international banking regulation in the post-war era. The framework rests on three pillars: minimum capital requirements, supervisory review, and market discipline. A critical innovation of Basel III was the introduction of the Liquidity Coverage Ratio (LCR) and the Net Stable Funding Ratio (NSFR), which together address the short-term and long-term liquidity profiles of banks respectively. Unlike its predecessors, Basel III also introduced macroprudential tools such as the Countercyclical Capital Buffer (CCyB), designed to build resilience during periods of excessive credit growth. Indian banks, regulated by the Reserve Bank of India, have been implementing Basel III norms in a phased manner since April 2013. A contentious aspect of Basel III implementation in emerging economies is the calibration of risk weights for sovereign exposures. Since many developing-country banks hold substantial domestic government securities as mandated by Statutory Liquidity Ratio requirements, applying higher risk weights to these assets could paradoxically undermine banking stability rather than strengthen it. Furthermore, critics point out that the complexity of internal ratings-based approaches to credit risk may favour large global banks with sophisticated risk modelling capabilities over smaller, domestic institutions. The Basel IV reforms, which represent a finalisation of Basel III, are set to be implemented globally by 2025, with implications for capital planning across Indian banking.
The author's primary purpose in discussing risk weights for sovereign exposures is to:
- Illustrate a specific tension in applying Basel III to emerging economies where regulatory mandates create sovereign exposure concentrations.
- Argue that the Basel III framework is fundamentally flawed and should be replaced by a simpler, uniform global capital standard.
- Demonstrate that the RBI's phased implementation of Basel III has been insufficient to protect Indian banks from liquidity crises.
- Show that large global banks are the primary beneficiaries of all aspects of the Basel III framework without exception.
Solutionसमाधान
The passage raises sovereign exposure risk weights as one specific complication within the broader Basel III implementation debate in emerging markets — it is not a wholesale critique of Basel III nor a commentary on RBI implementation adequacy. The author uses this example to highlight the paradox created when regulatory requirements (SLR) force banks to hold assets that might attract higher risk weights, illustrating an emerging-economy-specific tension.
समाधान का रास्ता: गद्यांश में sovereign exposure risk weights का ज़िक्र एक "contentious aspect" के रूप में emerging economies के context में आता है। यह पूरे Basel III framework की आलोचना नहीं — बल्कि एक specific tension का illustration है। सही उत्तर (A): "Illustrate a specific tension in applying Basel III to emerging economies." बाकी विकल्प scope से बाहर जाते हैं।
क्यों यह प्रश्न: Just Transition गद्यांश का यह inference प्रश्न "Under-inference" और "Over-inference" दोनों जालों का test है। सही inference वह है जो गद्यांश में directly supported हो।
The term 'just transition' has migrated from the vocabulary of labour movements into the mainstream lexicon of international climate diplomacy, most visibly at successive Conference of the Parties (COP) summits. Originally coined to address the socioeconomic displacement of workers in fossil-fuel-dependent industries as economies decarbonise, the concept has expanded to encompass energy security, community livelihoods, and intergenerational equity. At COP28 held in Dubai in 2023, the first global stocktake under the Paris Agreement concluded that current Nationally Determined Contributions (NDCs) are insufficient to limit warming to 1.5°C, intensifying pressure on major emitters to accelerate their transition timelines. The final text called for a 'transition away from fossil fuels' — a landmark formulation that stopped short of calling for a phase-out, reflecting the diplomatic sensitivity around oil-producing nations. For coal-dependent economies like India, a just transition is not merely a rhetorical aspiration but a concrete policy challenge: the livelihoods of millions in states such as Jharkhand, Chhattisgarh, and Odisha are intertwined with coal mining and thermal power generation. India's Nationally Determined Contribution targets — achieving 50% of cumulative electric power capacity from non-fossil-fuel sources by 2030 and reducing emissions intensity of GDP by 45% over 2005 levels — signal ambition but do not fully address the socioeconomic safety nets required for affected communities. Development economists argue that without robust green job creation programmes, retraining schemes, and social protection floors, the transition risks exacerbating existing inequalities rather than remedying them.
Based on the passage, which of the following statements can be most reasonably inferred?
- Achieving climate goals and ensuring equitable outcomes for fossil-fuel-dependent communities are related but not automatically aligned objectives that require deliberate policy intervention.
- India's NDC targets are adequate to ensure a just transition, provided other major economies also meet their respective commitments under the Paris Agreement.
- The phrase 'transition away from fossil fuels' in the COP28 text is legally equivalent to a full phase-out of fossil fuels, ensuring binding action from all signatories.
- The term 'just transition' was first used at COP28 in Dubai and subsequently adopted by labour movements to describe worker displacement.
Solutionसमाधान
The passage explicitly states that NDC targets 'do not fully address the socioeconomic safety nets required' and that the transition 'risks exacerbating existing inequalities' without deliberate policy action — supporting the inference in the correct answer. Distractor 1 inverts the passage's cautionary stance on NDC adequacy. Distractor 2 reverses the historical sequence described (the term originated in labour movements, not at COP28). Distractor 3 contradicts the passage's explicit note that the formulation 'stopped short of calling for a phase-out.'
समाधान का रास्ता: गद्यांश: "NDC targets do not fully address the socioeconomic safety nets required" और "transition risks exacerbating existing inequalities" without "robust green job creation programmes." → Climate goals और equitable outcomes automatically aligned नहीं हैं, deliberate policy चाहिए। यही (A) कहता है। (C) कहता है phase-out call किया गया — गद्यांश में "stopped short of calling for a phase-out" लिखा है। Contradicts passage — तुरंत eliminate।
आम गलतियाँ
-
"Yet", "Nevertheless", "The tension remains" — ये words signal करते हैं कि यहाँ key conclusion है। इसे miss मत करो।
-
Negative inference से बचना: "Author does NOT suggest X" प्रकार के प्रश्नों में सभी विकल्प गद्यांश में mentioned लगते हैं। यहाँ ध्यान से पढ़ो — "suggested", "stated", "implied" में फ़र्क है।
