Which Governor-General declared that Awadh was being misgoverned and British rule was needed to ensure proper administration?

Lord Dalhousie, the Governor-General from 1848 to 1856, declared that Awadh was being misgoverned and used this as justification to annex Awadh in 1856. He used the 'Doctrine of Lapse' and various pretexts to annex many Indian states, including Satara, Jhansi, Nagpur, and finally Awadh on grounds of maladministration. The annexation of Awadh was one of the major causes of the Revolt of 1857.
