The Non-Cooperation Movement (1920–22) launched by Gandhi included reorganising the Congress to penetrate down to villages and mohallas, boycotting government schools, colleges, courts and foreign cloth, and surrendering titles and honours conferred by the British government. However, the Congress Working Committee never sought to take over the law-and-order machinery of the State – this was strictly a non-violent, non-cooperation programme. Hence option (c) was NOT a part of its action programme.
