Who would be the implementer of education?

The teacher is the primary implementer of education in the classroom. While the Education Department develops policies and the curriculum provides content, the teacher is the one who actually delivers education to students. The teacher translates educational policies, curriculum, and pedagogical theories into actual classroom practice. Students are the recipients/learners, not implementers. The teacher bridges the gap between educational planning and learning outcomes.
