India's space economy, valued among the fastest-growing globally, is undergoing a structural transformation through policy reforms that redefine the roles of government agencies, private players, and regulatory bodies.
IN-SPACe (Indian National Space Promotion and Authorisation Centre) was established to serve as the nodal, single-window agency for authorising, promoting, and hand-holding private sector participation in space activities. It evaluates applications, grants permissions, and ensures compliance with national and international obligations, thereby reducing bureaucratic fragmentation that earlier deterred private investment.
The Geospatial Data Policy 2021 marked a decisive shift by removing the requirement of prior government approval for acquisition, production, and dissemination of geospatial data by Indian entities. This ended decades of restrictive licensing, enabling startups, researchers, and businesses to freely use maps and spatial data, catalysing growth in location-based services and precision agriculture.
Contrary to a complete withdrawal from operations, the Indian Space Policy 2023 repositions ISRO to concentrate on cutting-edge research, development, and technology demonstration. Operational and commercial missions are progressively handed to NewSpace India Limited (NSIL) and private entities, but ISRO retains a mentoring and strategic role rather than exiting operational space entirely.
Despite progressive reforms, gaps persist: a dedicated Space Activities Act is still pending, liability frameworks for private launches remain underdeveloped, and spectrum coordination with global bodies requires stronger institutional capacity. Bridging these gaps is essential for India to capture its targeted share of the global space economy.
India's space policy architecture is evolving from a state-monopoly model toward a regulated, competitive ecosystem. Sustaining this trajectory requires enacting comprehensive space legislation and ensuring IN-SPACe develops genuine regulatory depth alongside its promotional mandate.
