Transitioning requires coherent policy across taxation, procurement, and standards — areas where inter-ministerial coordination remains weak. Informal recycling sectors, which handle a large share of material recovery in developing economies, need formalisation and safety regulation to be integrated into circular value chains without displacement of livelihoods.
