Urban mining — recovering REEs from electronic waste — offers a sustainable supplementary source. Effective e-waste management regulations, extended producer responsibility frameworks, and investment in recycling infrastructure are essential governance levers to secure REE availability without proportionally expanding environmentally disruptive primary mining.
Securing a reliable REE supply chain requires integrating domestic exploration, processing investment, and circular economy practices. Nations that govern this value chain effectively will hold a structural advantage in the clean-energy and advanced-technology transitions ahead.
