The Kargil Review Committee (1999) first highlighted critical gaps in civil-military coordination and inter-service integration. It recommended a single-point military adviser to the government, laying the conceptual foundation for the CDS. The subsequent Group of Ministers Report (2001) endorsed this recommendation, though implementation was deferred due to inter-service reservations.

Recognising political resistance to a full CDS, the Naresh Chandra Task Force (2012) proposed a Permanent Chairman of the Chiefs of Staff Committee as a transitional arrangement. This would provide a degree of coordination without concentrating authority in a single officer, reflecting a cautious, consensus-driven approach to defence reform.

The Lieutenant General Shekatkar Committee (2016) primarily focused on enhancing combat capability by restructuring non-combat establishments. While it addressed defence modernisation broadly, the direct recommendation for the CDS post is more precisely attributed to earlier committees, making conflation of its mandate with the CDS recommendation a common error.

The CDS serves as the single-point military adviser and heads the Department of Military Affairs, facilitating tri-service jointness in procurement, training, and theatre commands. Effective theatre command integration remains the next critical milestone for genuine operational synergy.
