The Strategic Partnership Model, introduced through earlier defence procurement policy revisions, was retained and refined under DAP 2020 — not abolished. It identifies select private Indian companies as long-term strategic partners for specific capability segments, including military aircraft. This continuity signals policy stability, which is essential for attracting long-gestation capital investment.
Under the SP framework, designated Indian private companies are permitted to partner with foreign Original Equipment Manufacturers to co-produce military aircraft domestically. This arrangement facilitates technology transfer, builds indigenous design competence, and aligns with the 'Make in India' defence production targets. Despite progressive policy architecture, challenges persist: lengthy vendor qualification timelines, ambiguity in technology transfer obligations, and limited domestic supply chains for critical sub-systems.
